Dr. Jeffry Ocay, the current Campus Director of EVSU Ormoc, became the first ever University Professor since the founding of the university in 1907. His promotion was approved by the Board of Regents during its meeting last April 2, 2024.

Dr. Ocay passed the three phases of the evaluation for faculty reclassification the hardest of which was the panel interview at CHED’s Central Office. According to Dr. Ocay, the panel interview appears to be like a comprehensive examination of his professed field. Since Dr. Ocay’s professed field is philosophy, he was asked random questions about philosophy and philosophy of education, such as explaining Jean-Jacques Rousseau, Aristotle, John Dewey, and Paulo Freire’s philosophy of education.

Dr. Ocay also said that aside from the random questions related to his professed field, the panel also asked any questions under the heat of the sun. For example, since Dr. Ocay currently serves as Campus Director of EVSU Ormoc, he was asked about what philosophy of leadership he employed in the discharge of his duty and how it helped him succeed in his day-to-day activity.

In addition to being a University Professor of Eastern Visayas State University (EVSU), Dr. Ocay also serves as an Associate Professorial Lecturer at the Graduate School of The Pontifical and Royal University of Santo Tomas, The Catholic University of the Philippines, Manila, Philippines. Prior to this, he was a Full Professor of Philosophy at the Department of Philosophy at Silliman University in Dumaguete City, Philippines for 15 years, where he also served as Chair of the Philosophy Department for 3 years and Associate Dean of the College of Arts and Sciences for 4 years. He has also served as a Visiting Lecturer at the Department of Philosophy of the Ateneo De Manila University in Quezon City, Philippines, Visiting Lecturer at the Department of Philosophy of the University of San Carlos in Cebu City, Philippines, and Visiting Lecturer at the Department of Philosophy of the University of San Agustin in Iloilo City, Philippines. At present, Dr. Ocay serves as Campus Director of Eastern Visayas State University, Ormoc City Campus. He has also served Eastern Visayas State University in various capacities as Director of the Office of Curriculum and Instruction, Director of Training and Development, and Director of Multimedia Development Center.


Dr. Ocay currently serves as a Senior Fellow of the Philippine Public Safety College in Quezon City, Philippines, Editor-in-Chief of PHAVISMINDA Journal, The Official Journal of the Philosophical Association of the Visayas and Mindanao, Co-Editor of SURI: The Official Journal of the Philosophical Association of the Philippines, Editor-in-Chief of SABTON: Multidisciplinary Research Journal, Member of the Editorial Collaborative of Kritike: An Online Journal of Philosophy, and Deputy Editor-in-Chief of ARADMAN: Multidisciplinary Research Journal.

Dr. Ocay did his PhD in Philosophy at Macquarie University in Sydney, Australia in 2013, and his postdoctorate at the Goethe University Frankfurt am Main and the Institute for Social Research (IFS) in Frankfurt am Main, Germany in 2016. He obtained his MA in Philosophy from the University of San Carlos in Cebu City, Philippines in 2005 and his MA in History from Silliman University in Dumaguete City, Philippines in 2007. He obtained both his BA in Philosophy and BA in Political Science from Holy Name University in Tagbilaran City, Philippines in 2002.

Dr. Ocay was also a Visiting PhD Student at the New School for Social Research in New York City in 2010, Visiting Scholar of Chung Chi College, The Chinese University of Hong Kong in 2014, DIES ProGrant Scholar of the University of Cologne, Germany in 2019, and a DIES UNILEAD Scholar of the University of Oldenburg, Germany in 2021. And currently, he wins the 2024-2025 round of DAAD-DIES’s International Deans’ Course.
