Today, on October 6, 2023, Eastern Visayas State University’s (EVSU) Institutional Planning and Developmental Office (IPDO) moved a step forward in advancing institutional development. Their achievement was marked by hosting a seminar dedicated to the intricacies of Infrastructure Project Proposal and Procedure, a pivotal event held at the EVSU – Ormoc Campus.
This event brought together EVSU-OC’s regular faculty, alongside representatives from the Supreme Student Government (SSG) and Student Publication’s Office (SPO), creating an audience eager to absorb valuable insights. The seminar had a group of highly respected speakers from the EVSU Main Campus, who generously shared their wealth of expertise.
Mr. Christopher Bacungan, the Director of IPDO, commenced the program by delving deeply into the significance of crafting a well-defined Statement of Purpose and navigating the complexities inherent in Infrastructure Project Proposal and Procedure.
Subsequently, an interactive open forum provided an avenue for EVSU-OC’s faculty members to voice their concerns, particularly on their previously proposed projects. Mr. Christopher Bacungan emphasized the vital requirement of securing LUDIP approval for project proposals.
During the afternoon session, Mr. Jan Jan Parado, a member of the IPDO, delivered an enlightening presentation on the significance of the PIPOL System (Public Investment Program Online System). He stressed how PIPOL facilitates continuous project monitoring and evaluation, identifying any issues or delays early in the process, allowing for timely corrective actions to ensure project success.
Architect Bernie R. Tudio, Head of PPDO, explored the thorough planning process involving Concept Notes, Terms of Reference (TOR), Program, Activity, and Projects (PAP)s, as well as the intricacies of the Design and Build Scheme. His expertise provided attendees with a comprehensive understanding of the initial phases of infrastructure project development.
The seminar continued with Mr. Rodel I. Chuca, another IPDO staff member, elaborating on the attachment for procurement and billing processes. He stressed the necessity for all project biddings from external campuses to go through the main campus, ensuring the main campus maintains a copy of all projects.
The latter part of the seminar featured presentations of project proposals presented by EVSU-OC’s SSG President, Nikolai C. Villegas, Business and Management Dept. Head, Dr. Genelyn Calzada, and Extension Services Office Head, Prof. Kristine Lovele Navarrete, encompassing different proposed facilities.
Engr. Phoebe Lanzaderas, IPDO coordinator of EVSU- OC, expressed gratitude for the seminar’s success in her closing remarks. She emphasized the importance of collective efforts in shaping EVSU’s future stating that, “Effective planning is the foundation of success and our collaborative effort knows no limits in achieving it.”
